HSE (HEALTH-SAFETY - ENVIRONMENT )

The management of National Iran Oil Engineering & Construction Co. believes that all the damages and events in fields of health , safety and environment could be prevented . To this effect the HSE affairs of company follows up the reduction of losses and damages due to accident as consequences and outcome of establishment of integrated system of HSE management through and by the following affairs :

-  Decreasing the damages due to work stoppage

-  Decreasing the charges related to treatment

-  Decreasing the amount of payments of compensation  caused by provisional and permanent disability or employees death

-  Decreasing the environment losses and damages

-  Decreasing the time loss due to non working of the damaged person(s)

-  Decreasing the time loss through concerns  due to accident and SOS  consequences

-  Decreasing the environment damages and losses

-  Decreasing the amount of system / machinery break  or materials loss and therefore  less spoils  in production

-  The possibility for self-assessment by the organization for conformity with one HSE management system and creation of suitable grounds for continuous optimization in organization (Bench Marking)

Supervision on Plans and Projects

The HSE Unit of National Iran Oil Engineering & Construction Co. has taken action for using the quality system and indices approved by Ministry of Petroleum , Q Coef. with cooperation of technical inspection unit for purpose of effective supervision and assurance of observing the HSE requirements in plans an projects under supervision of the company . This coefficient was fixed with consideration to the HSE paramete4rs existing tin the forms approved by that organization and after visiting the company plans and projects and is used as significant index in calculation of projects efficiency fee.

Also the all the HSE instructions of Ministry of Petroleum shall be attached to the contract documents at time of contact conclusion with the contractors and consultants and the contractors and consultants are obliged to execute the provisions of instructions within contract duration out which employment of HSE observers in ratio with the number of persons working with that plan or project .

Environment Dept.:

National Iran Oil Engineering & Construction Co. as executive of the infrastructure plans of Iran Oil Industry , designs and  erects the entrusted projects by observing the new environmental principles and rules and promotion of  standards and rules related to specifications of the oil products in level of world international standards.

Rules and Regulations for Protection of Environment in Oil Eng. And Construction :

Application and integration of environmental standards in the industrial projects , preserving the quality of renewable  resources for operation with the maximum output and efficiency , removing or repair of damages entered to the environment , prevention from public dissatisfaction and the consequences thereto and indemnification of the environmental penalties due to non observing the environmental rules and increasing the risk for project are among the benefits and advantages of observing the environment rules in the industrial an infrastructure projects.

Environmental Goals in National Iran Oil Engineering & Construction Co. of Environment in Oil Eng. And Construction :

A-     Projects for construction and development of refiners

Decreasing production of heavy products (furnace oil) an increase of production of high quality lights and valuable products (petrol and liquefied gas) according to the standard EY-V, installation of unit for conversion of catalyst of heavy naphtha for increasing the petrol octane number and its better burning in auto motor, installation of gas refinery unit for purpose of deleting the sulfur compositions from the products and decreasing spread of NOX and SOX polluting gases to the environment, deletion of destructive materials of Ozone layer  from chilling system and fire fighting in level of refinery , filtration of soar waters , design and improvement of furnaces and boilers for decreasing energy consumption , using the control and maintenance equipment of materials and construction materials in indoor premises for prevention from spreading dust particles , attention to attitude and requirement of clean development mechanism (CDM) for decreasing the pollutants and energy saving , using the surplus copper and sandblast operations and management of metal has of refineries are among the performed environmental measures in projects of company refineries construction and development.

B-     Projects for erection of Pipelines and saving installation and distribution of crude oil and oil products :

Using multi –layer coating anti-corrosion and resistant against environmental conditions , mobilization of the pipeline with electronic leak finder by using the optic fiber , strengthening and flooring suitable to installation for erection of cathodic protection station in route to pipeline for prevention from and control of corrosion , protection of big reservoirs with the external protecting coating , using the subterranean water soursc4es for performing hydrotest , strengthening the pipeline route by creation of supporting wall and drainage of the premises in where there is earth pressure possibility and is replacing the new pipelines instead of the old transfer pipelines are among the performed measures  of this company pipeline projects.

Environmental management plans in  National Iran Oil Engineering & Construction Co. :

Assessment of environmental risks as a management tool  has high value in policy making and execution of rules. Also in the required decision making , it is so effective for selection of suitable place for establishment of industries. Therefore National Iran Oil Engineering and Construction Co.,has considered in the agenda performing the studies for assessment of environmental risks of the projects and plans at the same time with the ELA studies . Implementation of the management and environment monitoring plan (EMP) and (EMS) and execution of forms related to supervision and inspection are among the procedure for observing the environmental principals and requirements in the plans and projects of company are among the other performed measures in context of performing the studies for assessment of environmental effects in National Iran Oil Engineering & Construction Co.

Scientific-Research Measures:

HSE unit of the company , for purpose of taking advantage of the opinion of the esteemed university professors and intellectuals  and with consideration to the scientific and research nature and needs of the plans and projects under action m has taken action for definition of the research priorities in each three fields of health , safety and environment (HSE) and sends such priorities to the reputable  academic and research centers with cooperation to the RD Unit  and while protecting the intellectuals And specialists in this area , physically and intellectually , provides the grounds for their fruitful activities . In this field the research plan for executive methods of Oil- Water Separator systems for decreasing the oil polluting materials are under due action in the pumping house and oil storages with cooperation to the state universities and Oil Industry Research Center.

Innovation / Patent Registration

In context of realization of scientific-research goads  in HSE Unit and application of the modern recycling technologies , this company has succeeded to register a new innovations, in this innovation  consumption of catalyst water RFCC in production of mixed Portland cement has been studied  and production of mixed cement has been considered by using the used catalyst wastes due to catalyst cracking of fluid embedment of RFCC.  The main goal of this research is study of effect of used catalyst RFCC on engineering properties of Portland cement as a pozolaine additives.

Industrial Hygiene Dept.

Activities of Health Dept.

-  Formation of hygienic file and supervision on industrial medicine affairs and periodical exanimation of company personnel for promotion of employees health level

-  Planning and visit to the workshops under coverage of company and completion of workshop identity card aiming on study f the existing status in presenting the executive strategies for promotion of health status

-  Prediction , identification , assessment and control of harmful factors of work environment including the physical , chemical , mechanical , biologic and ergonomic factors

-  Execution and codification of the instruction and executive methods related to the hygienic activities with partnership of pother sections

-  Presenting the plans and projects for prevention from occurrence of accidents , damages and preserving promotion of employees health

-  Presenting the plans and projects for prevention from occurrence of occupational diseases.

-  Performing the auditing , periodical visits for purpose of assessment of health amount of working environment

-  Study and determining the contagious diseases by the environment and ways and means for their prevention and control

-  Supervision and study of the performed studies as to identification of probable pollutions in the level of workshops and units under coverage of company

-  Presenting the suitable strategies for decreasing the audio pollutions and pollutions existing in the air and water

-            Identification , assessment and prevention from the foodstuff pollution by water , soil ., air, plants and animals

-  Nutrition planning of employees with consideration to the persons healthy and their working environment

Safety and Fire Control Dept.

The Safety Dept. of National Iran Oil Engineering & Construction Co., in context of execution of Ministry of Oil policies acts for increasing the safety through supervision on goods performance of the safety instruction of labor and periodical visit and analysis of the accident.

The Safety Dept., takes advantage of the Iranian Petroleum Standard  in addition to the reputable international standards including NEA and OSHA , as well.

A-     Safety in Design of Processing Units :

Considering the high safety coefficient in design of industrial units , using the updated technologies aiming on minimizing the human interference and as a result decreasing the human error and also study of the occurred industrial international accidents in movement towards inherently safe design  of units , are among the issues on agenda of this Dept.

B-     Safety in execution of plans and projects:

Safety Dept. by permanent supervision on execution process of the plans and projects under execution by National Iran Oil Engineering & Construction Co., has been succeeded to implement the systems for identification , assessment and control of risks in level of all projects by cooperation of all colleagues , in addition to increasing the culture level of safety and its result is prevention from arising the big industrial and human accidents during recent years.

C-     Performing the comprehensive studies of HAZOP < HAZID in all the active plans of company :

National Iran Oil Engineering & Construction Co. , intends or performing the studies related to HASZOP and the studies for identification of riskful factors names has HAZID, comprehensively in the active plans , for identification of HSE different risks and performing the control measures and decreasing the risks.

The goals and aims of Fire Control Dept. in National Iran Oil Engineering & Construction Co. :

The Fire Control Dept. has been established aiming on reaction in emergency conditions for controlling the accident and minimizing the physical and financial damages and has been succeeded to control many accident to this effect by now.

Training / Education

Non-Operative defense Crisis Management Headquarters:

For purpose of decreasing the entered injuries and  damages against the unforeseen accidents including earthquake , firing , etc., and increasing the stability and safety of the refinery installation , oil warehouses and oil pipelines all over the country , the Non-Operative defense Crisis Management Headquarters has been formed in the National Iran Oil Engineering & Construction Co. and among the performed  actions to this effect , the following could be pointed out :

-  Studies concerning strengthening the refineries

-  Studies and execution of strengthening the oil warehouse installations and pumping houses

-  The studies for strengthening the petrol pump stations

-  Studies concerning strengthening the central buildings

HSE Training :

-              Ground making for development of health culture m safety and environment in the working environments by preparation and codification of significant health ,safety and environment information in form of pamphlet , CD , educational pamphlets , publication of articles and convention of seminar

-              Cooperation with the training unit in fields of convention of required educational courses in field of health , safety and biology by presenting the suitable syllabi for all the employees of company (including official and contractual)
